Your first analytical move: replace a claim about Argentine character with a testable account of Argentine nation-building.
Start with the puzzle
“Argentines are racist” may express a real accumulation of encounters, but it cannot explain itself. It treats racism as a national personality trait. A historical explanation instead asks: what repeatedly taught people who belongs, who is inferior, and what counts as normal?
Argentina did not merely discover that it was European. Its state and elites helped make Europeanness the image of the nation.
Three pieces of evidence
Article 25 of the Constitution directs the federal government to encourage European immigration. The clause is direct evidence that Europeanness was not only a later cultural boast; it formed part of the nineteenth-century state’s population project.1
INDEC’s own census history says the 1895 count excluded an Indigenous population estimated separately at 30,000. In 1914, Indigenous people were again left outside the headline count and estimated separately. A census question about Afro-descendant household members appeared only in the expanded 2010 questionnaire.2 These facts do not prove one secret plan. They show that national statistics can make some populations central and others peripheral or unseen.
Sociologist Sergio Caggiano argues that Argentine racism joins discrimination against Indigenous people, regional migrants, and Afro-descendants with a broader racialisation of the heterogeneous working population: negritud popular.3 This helps explain why words such as negro can mark colour, ancestry, class, geography, or supposed conduct at once. Saying “it means class, not race” can therefore miss how race and class were historically fused.
The mechanism
Not simply lighter skin over time, but a political and cultural process that makes Europeanness synonymous with the nation.
European becomes the model citizen.
The state favours that demographic future.
Other presences move outside the national picture.
Whiteness feels neutral; racialised people feel external.

One boundary
This lesson does not establish that racist speech is becoming more open today. That is a distinct empirical claim requiring comparable evidence across time. We will test it later rather than letting a plausible impression become an unsupported conclusion.
